First meeting of Buncefield Task Group held

FIRST BUNCEFIELD TASK GROUP MEETING HELD

  The first meeting of the Buncefield Safety Standards Task Group was held today at Shell Stanlow refinery, under the chairmanship of Ken Rivers who is the General Manager of Stanlow manufacturing complex.

 Ken Rivers commented  “We have had a positive and constructive first meeting, with an excellent attendance of over fifty people drawn from representatives of organisations engaged in the storage of petroleum and chemical products, regulatory authorities and trades unions.

  He continued “ We have agreed the scope of the Task Group’s remit and have identified some key areas for investigation, which will be pursued by five specialist sub-groups. I and the Task Group’s members are confident that by September we can identify some ‘quick wins’ to implement, as well as reaching firm conclusions and recommendations that can be incorporated into revised guidance to be published by the HSE by mid 2007. “

1.      UKPIA represents nine oil refining and marketing companies operating in the UK, which also own approximately 2,500 of the UK's 9,764 service stations, and own and operate the nine crude processing oil refineries in the UK.

2.      The Buncefield Safety Standards Task Group was formed on 13th June 2006 and will focus on issues emerging from the Buncefield Major Incident Investigation Board reports, the Competent Authority Safety Alert issued February 2006 and the Enviro nment Agency findings.

3.      The Task Group includes representation from members of: UKPIA; Tank Storage Association; Chemical Industries Association;  Health & Safety Executive; Environment Agency; Scottish Environmental Protection Agency; Cogent Sector Skills Council

4.      COMAH Regulations are enforced by a joint Competent Authority: HSE and EA in England and Wales, and HSE and SEPA in Scotland.
