Buncefield Safety Standards Task Group formed

TASK GROUP TO IMPLEMENT BUNCEFIELD LEARNINGS UNDER WAY

  The Trade Associations engaged in the storage of petroleum products at locations comparable to Buncefield, and the Competent Authority charged with their regulation, today announced the launch of the Buncefield Safety Standards Task Group.

 Ken Rivers, Shell General Manager of the Stanlow manufacturing complex, a United Kingdom Petroleum Industry Association Council member and former President, will chair the Task Group, that will draw members from oil companies, storage operators, the Health & Safety Executive and the Environment Agency.

 The Task Group will focus on issues emerging from the Buncefield Major Incident Investigation Board reports, the Competent Authority Safety Alert issued February 2006 and the Environment Agency findings.

Ken Rivers said, “The Task Group will hold its inaugural meeting on June 14th and will hit the ground running. Our objective is to produce recommendations by end September and implement any ‘quick wins’ identified”. He continued “The downstream oil industry is determined that Buncefield remains a one-off incident. The Task Group will be thorough in its work, but will move towards its conclusions over a very tight time-frame”

1.      UKPIA represents nine oil refining and marketing companies operating in the UK, which also own approximately 2,500 of the UK's 9,764 service stations, and own and operate the nine crude processing oil refineries in the UK.

2.      The Buncefield Safety Standards Task Group will include representation from members of: UKPIA; Tank Storage Association; Chemical Industries Association;  Health & Safety Executive; Environment Agency; Scottish Environmental Protection Agency; Cogent Sector Skills Council

3.      COMAH Regulations are enforced by a joint Competent Authority: HSE and EA in England and Wales, and HSE and SEPA in Scotland.
